COVID-19 Update on Guidelines Suspension of Public Masses in Selangor, Kuala Lumpur and Negeri Sembilan

In the Chancery Notice dated 6th October 2020, His Grace, Most Reverend Julian Leow D.D., the Archbishop of Kuala Lumpur, had decreed that all public Masses in Kuala Lumpur and in the state of Selangor be temporarily suspended in view of the rising number of COVID 19 positive cases and as a preemptive measure to stem the spread of infection among members of our community and to the larger society.

In the Chancery Notice dated 6th October 2020, His Grace, Most Reverend Julian Leow D.D., the Archbishop of Kuala Lumpur, had decreed that all public Masses in Kuala Lumpur and in the state of Selangor be temporarily suspended in view of the rising number of COVID 19 positive cases and as a preemptive measure to stem the spread of infection among members of our community and to the larger society.

2.0 Subsequently, the National Security Council has reimposed the Conditional Movement Control Order in these areas on the 14th of October 2020. Despite the restrictions on travelling, economic and social activities, we continue to witness a rise in the number of new cases.

3.0 Given the volume of commuter traffic between the Klang Valley and Negeri Sembilan and in the light of uptick of new cases in Negeri Sembilan, upon the recommendation of the Archdiocesan Crisis Management Task Force, the Archbishop has decided to extend the suspension of all public Masses to all parishes within the state of Negeri Sembilan.

4.0 In addition to the existing Guidelines and MKN SOP, the following directives are to be in force in all parishes falling within Kuala Lumpur and the states of Selangor and Negeri Sembilan:

4.1 Temporary Suspension of Public Masses
i) In the case of parishes located within Negeri Sembilan, all public Masses will be temporarily suspended with effect from Monday, 26th of October 2020 until the 8th of November 2020. The period of suspension will be reviewed based on public health advisories and any other direction from the National Security Council.

ii) As for parishes located within Kuala Lumpur and the state of Selangor, all public Masses remains suspended under the CMCO.

4.2 Live-streamed Masses
The Live-streaming of Masses will continue for the benefit of those who are unable to attend Mass in person. Please be reminded that the Archbishop continues to dispense the faithful from the obligation of attending Mass on Sundays and holy days of obligation.
 
4.3 Travelling
Catholics residing in these areas are requested to refrain from travelling to neighbouring states and dioceses to attend Mass to avoid the risk of transmission.

4.4 Baptisms, Confirmation and First Holy Communion
Celebrations of the Sacraments of Confirmation, First Holy Communion and infant baptisms, (except in the case of an emergency), should be postponed until further notice.  
 
4.5 Parish Staff/ Volunteers
i) All parish staff (employees and volunteers) are requested to work from home where feasible.
 
ii) The Parish Priest may require staff to come in on designated days for shorter hours for the purpose of essential work (accounting, bulletin preparation, cleaning, housekeeping etc).
 
iii) Parishioners are required to deal with the parish office via emails.
 
4.6 Funerals
 i) All funeral Masses and services in the Church/Chapel are to be suspended until further notice.
 
ii) A short prayer service may be conducted by the priest in the funeral parlour or home. This should be confined to immediate family members and should not exceed a total of 15 persons (including the priest or minister). All high-risked persons are not allowed to attend.

iii) There should be no in-person vigil/wake prayers. Visits by guests should be restricted to 15 minutes.
 
iv) Funeral parlours located within churches may continue to operate with the above conditions.

4.7 Weddings
In the case of parishes located within Negeri Sembilan, the Parish Priest should encourage the couples to postpone their weddings, if this is feasible. In the event the couple insists on proceeding, attendance at the nuptial Mass or service should be restricted to 20 persons.

4.8 Sick calls and Home Communion
i) All home communion should be suspended until further notice;
 
ii) Anointing of the Sick for urgent cases can continue. Please adhere strictly to the Archdiocesan Guidelines.

4.9 Blessing of Cemeteries - Commemoration of All the Faithful Departed (All Souls Day)
i) Due to the current public health situation, no public gatherings (Mass, prayer service, blessings of graves) are to be organised in the cemeteries.
 
ii) Priests should defer blessings of graves to a later date when it is safer to do so.  
 
iii) Families are strongly encouraged to pray for their departed loved ones from home. A family prayer format would be made available through your respective parishes. Masses will be offered by the priests for the repose of souls of the faithful departed.
 
Let us continue to invoke the intercession and protection of Our Lady in this month of the Rosary as we entrust ourselves and the whole world to the loving Providence and Mercy God.
