Dear Clergy, Religious, Heads of Ministries and the Lay Faithful, Re: 2021 Movement Control Order Implementation in the Diocese of Penang Greetings of Peace and Hope on this 1st Week in Ordinary Time in the Year of the Lord 2021!

I thank you for your perseverance, patience and unceasing commitment in remaining steadfast in prayer and mission as we journeyed together throughout the trying times in Year of the Lord 2020. As we embark on another new adventure and new beginning in the Year of the Lord 2021, we are once again challenged with yet another unprecedented situation due to this COVID-19 pandemic. Nevertheless, we praise and thank God for the resilience and resistance we have built and gathered, through our endurance in coping and managing  with the different realities on the ground, sustained by His grace.

Pursuant to the recent declaration made by the Malaysian Government Jan 11, 2021, below are the stages of restriction implemented involving the different states in the Diocese of Penang:

1st Stage: Movement Control Order (MCO) / Perintah Kawalan Pergerakan (PKP)
PENANG

2nd Stage: Conditional Movement Control Order (CMCO) / Perintah Kawalan Pergerakan Bersyarat (PKPB)
PERAK, KEDAH, KELANTAN

3rd Stage: Recovery Movement Control Order (RMCO) / Perintah Kawalan Pergerakan Pemulihan (PKPP)
PERLIS

As the stages of restriction and standard operating procedures vary for each state (district) in the diocese, I continue to urge all parishes, communities and ministries in the Diocese of Penang to consult the local authorities, as previously advised, in following the necessary guidelines imposed respectively. Please be reminded that I, as Bishop of the Diocese of Penang, continue to dispense the faithful from the obligation of attending Mass on Sundays and holy days of obligation. I assure you with the very words of Jesus as we do our part in combating this battle together while continuing our daily mission through creative, inclusive and bridge-building ways with TOTAL  TRUST and FAITH.

Peace I leave with you; My peace
I give to you. I do not give to you
as the world gives. Do not let your
hearts be troubled; do not be afraid.    – John 14:27

Let us continue to intercede to our Blessed Mother and invoke St Joseph, to whom this year has been dedicated, to pray with us and for us.

“Be Disciples of Hope” Sincerely in Christ,

Rt Rev Sebastian Francis
Bishop of Penang January 12, 2021
